James E. McCoy (Jim) began his aviation career in 1962 by joining the United States Air Force as an aircraft mechanic. During his military service McCoy worked on both Jet and Turboprop aircraft and began flight training. He earned his private pilot, commercial pilot and flight instructor ratings while finishing his military enlistment.
McCoy’s career in aviation has been mixed between aircraft maintenance and flight operations. After completing his military service, McCoy went on to earn his Airline Transport Pilot Certificate with a B-737 type rating. He has logged over 10,000 flight hours.
McCoy holds the following FAA Qualifications, Certificates, and Ratings:
• Airline Transport Pilot – Single/Multiengine Land; Boeing 737
• Commercial Pilot – Single/Multiengine Sea
• Gold Seal Flight Instructor
• Ground Instructor
• ISO 9000 auditor
• FAA Academy Instructor
Experience:
• 2009-2011 McCoy is a part time contract instructor at the FAA Academy in Oklahoma City teaching ATOS Practical Application Workshop to new FAA Inspector recruits. McCoy also teaches Evaluation of Aviation Management Systems to seasoned inspectors.
• 2004 – 2011 Consultant Clients Include: Trans Executive Airlines of Hawaii – B737 121 Certification, FOCUS Air Cargo – B747 Safety Attribute Inspection, (SAI) Audit, World Airways – Lead Consultant B747 New Aircraft Addition, NCA Airways – B767 New Airline Certification.
• 1986 – 2004 McCoy was employed by the FAA as a Principal Operations Inspector (POI). 1986-1987 McCoy was assigned to the Denver Flight Standards District Office (FSDO) as POI for several 14CFR Part 135 airlines and divided his duties between Part 135 Certificate management and new Flight Instructor certification flight checks. 1988 McCoy was transferred to the Sacramento FSDO as the Safety Program Manager; McCoy completed over 60 safety seminars while authoring and publishing a monthly aviation newsletter to his districts 15,000 airmen. 1989-2001 McCoy was assigned to the Juneau FSDO as POI over multiple 14CFR Part 135 airlines and two 14CFR Part 121 airlines. 2001-2004 McCoy was assigned to AFS 900, Washington Headquarters as part of the Certification Standardization Evaluation Team (CSET) where he worked several 14CFR Part 121 certifications, participated in the development of Safety Attribute Inspections (SAIs) and Element Performance Inspections (EPIs) that are currently being used today in the ATOS and Certification processes.
